If you are going to live in the Netherlands and have a foreign driving licence, you can only use it for a limited period (maximum of 185 days). Once this period has expired, you need a Dutch driving licence.

Exchanging a foreign driving licence for a Dutch driving licence

In some cases, you can exchange your foreign driving licence for a Dutch driving licence. If this is not possible, you will need to take a driving test in the Netherlands.

Make an appointment

A Dutch driving licence can be applied for at the desk of gemeente Utrecht, after you have made an appointment.

Attention!

When you apply for a Dutch driving licence, you need to hand in your foreign driving licence. Your foreign driving licence will be sent to the National Road Traffic Authority (Rijksdienst voor het Wegverkeer, RDW). After about 2 weeks, your Dutch driving licence will be received by the municipality. You will receive notification from the RDW.

A driving licence costs € 39,75.

International driving licence

An international driving licence is a translation of a national licence. You can exchange it for a Dutch driving licence.

Documents you need to bring when applying for a Dutch driving licence:

  • Your foreign driving license. If your driving license has expired, you also need a Certificate of no objection (Verklaring van geen bezwaar) from the authority that has issued your driving license. A driving license from outside the EU of EEA may not be expired at the moment that you exchange the driving license.
  • Your passport, identity card or your Dutch residence permit.
  • In some cases, you need a Certificate of Fitness (Verklaring van geschiktheid).
  • A passport photo. A photographer can inform you of the requirements the photograph should meet.
  • A bankcard to pay for the driving license.

    General conditions

    • Registration in the Basic Registration of Persons (BRP).
    • Nationality of an EU or EEA country, or a valid residence permit.
    • Valid driving license. If your EU or EEA driving license has expired, you also need a Certificate of no objection (Verklaring van geen bezwaar) from the authority that issued your driving license. A driving license from outside the EU of EEA may not be expired at the moment that you exchange the driving license.
    • Compliance with the minimum-age requirement for a Dutch driving license (18).

    If you have a driving license from an EU country, Norway, Iceland, Liechtenstein or Switzerland, no additional conditions apply; you can apply for a Dutch driving license.

    If you come from Andorra, Aruba, Canada (province of Alberta or Québec), Israel, Japan, States of Jersey, Isle of Man, Monaco, (former) Netherlands Antilles, Singapore, Taiwan or South Korea, different rules apply per country. In this case, you need a Certificate of Fitness (Verklaring van Geschiktheid). The condition applies that in the year in which your driving license was issued, you need to have lived for at least 185 days in the respective country. Your driving license may not be expired at the moment that you exchange the driving license.

    If you have had a Dutch driving license in the past, than you can exchange your foreign driving license.

    Do you qualify for the 30% from the Belastingdienst? You can exchange your foreign driving license for a Dutch driving license, provided that your foreign driving license has not been expired at the moment that you exchange the driving license.

    If you not meet any of the above conditions, you cannot exchange your driving license. To obtain a Dutch driving license you will need to take a driving test again.
